13-13a19.   Additional powers and authority; construction of act.All other powers and privileges necessary for the discharge of thefunctions of said municipal university which are not herein prescribed orlimited are hereby granted, providing they are not in conflict with otherspecific legislation. The provisions of this act and all grants of power,authority or rights herein made to boards of regents created under the provisionsof this act shallbe liberally construed and all incidental powers necessary to carry intoeffect the provisions of this act, are hereby expressly granted to andconferred upon such boards of regents.
