13-13a19. Additional powers and authority; construction of act.
All other powers and privileges necessary for the discharge of the
functions of said municipal university which are not herein prescribed or
limited are hereby granted, providing they are not in conflict with other
specific legislation. The provisions of this act and all grants of power,
authority or rights herein made to boards of regents created under the provisions
of this act shall
be liberally construed and all incidental powers necessary to carry into
effect the provisions of this act, are hereby expressly granted to and
conferred upon such boards of regents.
