Article 13a.--MUNICIPAL UNIVERSITIES

      13-13a35.   Regulations and control of traffic and parking at Washburnuniversity of Topeka; control under board of regents; issuance of permitsand allocation of space; fees; removal and impounding of vehicles, when; lien.All roads, streets, driveways, and parking facilities for motor vehicleson the grounds of Washburn university of Topeka shall be under the care, control,maintenance and supervision of the board of regents of that university asempowered by K.S.A. 13-13a19.The board is authorized toallocate and designate parking areas on the grounds of the university andmay authorize the university: (1) To issue permits to use such parking areas toits officers, employees and to the students attending the university; (2)to allocate parking areas to those persons having businessappointments, or to guests of the university; and (3) to fix such fees formisuse of the parking areas by the officers, employees or studentsattending the university as shall be established by the rules andregulations of the board.

      Any motor vehicle parked upon any of the parking facilities of the universitywithout the permission of the board or its authorizedagents shall be deemed a common nuisance and the board shallprovide for the abatement of the nuisance by providing by rules andregulations for the removal and impounding of the vehicle. The cost ofabating, removal and impounding shall be a lien against the motorvehicle until paid by the owner or [a representative] of the owner.
