Chapter 13.--CITIES OF THE FIRST CLASS

Article 13a.--MUNICIPAL UNIVERSITIES

     
13-13a35.   Regulations and control of traffic and parking at Washburn
university of Topeka; control under board of regents; issuance of permits
and allocation of space; fees; removal and impounding of vehicles, when; lien.

All roads, streets, driveways, and parking facilities for motor vehicles
on the grounds of Washburn university of Topeka shall be under the care, control,
maintenance and supervision of the board of regents of that university as
empowered by K.S.A. 13-13a19.
The board is authorized to
allocate and designate parking areas on the grounds of the university and
may authorize the university: (1) To issue permits to use such parking areas to
its officers, employees and to the students attending the university; (2)
to allocate parking areas to those persons having business
appointments, or to guests of the university; and (3) to fix such fees for
misuse of the parking areas by the officers, employees or students
attending the university as shall be established by the rules and
regulations of the board.

     
Any motor vehicle parked upon any of the parking facilities of the university
without the permission of the board or its authorized
agents shall be deemed a common nuisance and the board shall
provide for the abatement of the nuisance by providing by rules and
regulations for the removal and impounding of the vehicle. The cost of
abating, removal and impounding shall be a lien against the motor
vehicle until paid by the owner or [a representative] of the owner.
