Article 13.--PARKS, PARKWAYS, BOULEVARDS AND PLAYGROUNDS

      13-1332.   When bonds may be issued; notice.No board of park commissioners shall issue any bonds on account of thegrading, curbing, guttering, paving or macadamizing of any street or theconstruction of any sidewalk or building until such improvement has in factbeen constructed and such work found and declared by such board, byresolution entered upon its journal, to be constructed in accordance withthe contract therefor and accepted by said board, and said board shall giveat least ten days' notice, by publication in the official city paper, oftime when it will consider the matter of the acceptance of any improvementthe cost of which exceeds the sum of one thousand dollars, and in all caseshear and consider all complaints against work or the acceptance thereof,and said board shall not accept any work not constructed or performed insubstantial compliance with the contract therefor, and there shall be noliability on the part of the city to any contractor or his or her assigneeson account of the construction of any improvements or performance of anywork which improvements or work has not been constructed or performed insubstantial compliance with the contract therefor.
