13-1342.   Sewers.It shall be the duty of the governing body to provide for theconstruction and maintenance of such sewers as may be reasonably necessaryto be constructed or maintained in or upon all public parks, parkways, andboulevards, and nothing in this act contained shall be held to take away orabrogate the power of the governing body of any city so to do: Provided,however, That it shall be the duty of the governing body to hear andconsider all plans for the construction or maintenance of sewers onboulevards or in parks that may be recommended by any board of parkcommissioners.
