13-1386.   Same; resolution.
Before the issuance of any such bonds the board of park commissioners of
such city shall by resolution determine the necessity for such purchase of
real estate and such improvement of the same for park purposes, and shall
file a certified copy of such resolution with the city clerk of such city.
