13-1386.   Same; resolution.Before the issuance of any such bonds the board of park commissioners ofsuch city shall by resolution determine the necessity for such purchase ofreal estate and such improvement of the same for park purposes, and shallfile a certified copy of such resolution with the city clerk of such city.
