13-1387.   Same; bond election; validation of prior proceedings.All bonds issued under this act shall be issued in the manner providedby law and any such bonds so issued shall be excluded from all thelimitations contained in K.S.A. 13-1320 in determining the amount of bondswhich said city may issue under the provisions of said section:Provided, That such bonds shall first be authorized by a majority ofthe qualified electors of such city voting on such proposition at anelection duly called and held as provided by law: Provided further,That all proceedings heretofore taken in connection with the holding of anysuch election and the issuance of such bonds be and they are herebyvalidated.
