Article 13.--PARKS, PARKWAYS, BOULEVARDS AND PLAYGROUNDS

      13-1390.   Same; revenue bonds; rates, fees and operation.Whenever the governing body of any city of the first or second classshall adopt the resolution provided for in K.S.A. 13-1389, as amended, saidgoverning body may proceed to acquire the land described in said resolutionby purchase, lease, gift or condemnation and may proceed to improve suchlands acquired so as to provide off-street parking facilities. In the eventthat the governing body of the city shall find it necessary to issuerevenue bonds to pay any or all of the aggregate cost involved in theacquiring and improvement of such land or lands for off-street parkingfacilities, such bonds shall be issued and sold as herein provided. Thegoverning body of any such city is hereby authorized to determine the kindor type of off-street parking facilities to be established, the rates orfees to be charged for the use thereof, the method of operation, includingthe leasing thereof, and the rules and regulations governing use andoperation thereof.
