13-14b12. Creation of board of trustees; tax levy, use of proceeds;special improvement fund.Upon and after the creation of a board of trustees to manage and controla hospital, the governing body of the city shall levy annually,in addition to other taxes provided by law, a tax on all tangibletaxable property within the limits of said city, for the purpose ofequipping, operating, maintaining and improving such hospital and to paya portion of the principal and interest on bonds issued by such city underthe authority of K.S.A. 12-1774, and amendments thereto.
The board may transfer annually such amounts as it deems advisable toa special improvement fund to be used for the purpose of purchasingmajor items of equipment and making capital improvements to thehospital. The amount on hand in such fund shall at no time exceed twohundred fifty thousand dollars ($250,000) and such fund shall not besubject to the provisions of K.S.A. 79-2925 and 79-2937 or actsamendatory thereof or supplemental thereto except that in making thebudget of the city the amounts credited to, and the amount on hand insuch special fund and the amount expended therefrom shall be shown forthe information of the taxpayers of the city.
