Article 14b.--HOSPITALS

      13-14b13.   Hospital maintenance and operation; emergency warrants.During the year in which any such hospital is completed and for which notax levy has been made under the provisions of K.S.A. 13-14b12, thegoverning body of the city is hereby authorized to issue emergency warrantsin a total amount of not more than fifty thousand dollars ($50,000) for thepurpose of raising funds to operate and maintain said hospital during suchyear. Such warrants shall draw interest at a rate of not more than themaximum rate of interest prescribed by K.S.A. 10-1009 and may be issuedonly for the purpose of paying the operating costs of the hospital duringthe year. The governing body of the city shall each year, at the time offixing the rate of levy for such city, make provisions therein for raisingsufficient money to pay not less than twenty percent (20%) of the totalamount of warrants issued hereunder until all of said warrants have beenpaid.
