13-1410.   Council meetings.Regular meetings of the council shall be held at such times, not lessthan once each month, as shall be prescribed by ordinance. In all cases itshall require a majority of the councilmen elected to constitute a quorumto do business, but a smaller number may adjourn from time to time, and maycompel the attendance of absent members in such manner and under suchpenalties as the council may have by ordinance previously prescribed.
