      13-1497a.   Same; federal old-age and survivors insurance for suchemployees; referendum; exception.The governing body of any city operating under the provisions of thisact is hereby authorized, at its option, to extend and provide for itselective and appointive city officers and employees, other than members ofthe police department, fire department, water and light department, and allday laborers not paid on a monthly basis, the protection and benefitsprovided for by title 11 [II] [*] of the social security act, and anyamendments thereto: Provided, however, That a majority of suchofficers and employees shall vote to be included under the provisions ofthe social security act in conformity with the applicable provisions ofsuch act: And provided further, That in the event elective andappointive city officers and employees, other than members of the policedepartment, fire department, water and light department, and all daylaborers not paid on a monthly basis, favorably vote at a referendum to beincluded in the social security act and their positions do become coveredby such act under a federal-state agreement, then no elective or appointivecity officer or employee who was not elected or appointed prior to theeffective social security date fixed for such employees shall come underthe provisions of this act.
