13-2403. Secretary-cashier; duties; reports; bond; salary.
Said board may appoint a secretary of waterworks, who shall also be a
cashier and it shall be the secretary's duty to keep regular sets of books
for waterworks accounts, showing in detail the business transactions of the
department. The secretary of waterworks shall have general supervision and
charge of the office employees of said department under the direction of
the superintendent. At the beginning of each month it shall be the duty of
the secretary of waterworks to strike a trial balance and make a complete
report to the board of commissioners, showing the transactions of the
preceding month and the financial condition of the waterworks department.
Such monthly reports shall also include a correct account of all
collections, appropriations, expenditures, and approved claims entitled to
payment. The secretary of waterworks shall give a good and sufficient
surety-company bond to the city for the faithful performance of his or her
duties in the sum of five thousand dollars, conditioned for the faithful
performance of his or her duties and for a true and faithful accounting of
all moneys that may come into the secretary's hand by reason of his or her
position. The cost of said bond shall be paid out of the revenue of said
department. The secretary of waterworks shall receive a salary which shall
be fixed by ordinance.
