13-2411.   Meters and lateral pipes in cities less than 25,000, when;cost.The board of commissioners in cities of the first class, having apopulation of less than 25,000 and which have heretofore adopted thecommission form of government and which own and operate waterworks, ishereby authorized to measure all water furnished consumers by meter. Metersand lateral service pipes may be put in at the expense of the consumer ormay be put in or repaired from the profits of the waterworks department atthe expense of the city, at the option of the board of commissioners:Provided, Said lateral service pipes shall not be put in or repairedby the waterworks department except in the public streets or alleys to thecurb cocks or curb boxes.
