Article 5.--EXECUTIVE DEPARTMENT; POWERS AND DUTIES OF OFFICERS

     
13-506.   Signing and approval of contracts.
The mayor shall sign all contracts before the city shall be liable
thereon; and all contracts shall be subject to his or her veto the same as
ordinances, and the same shall not be binding on the city unless passed
over the mayor's veto by a vote of three-fourths of all the councilmen
elected.
