      13-508.   Mayor as peace officer; special policemen, term.The mayor shall be a conservator of the peace throughout the city, andshall at all times have power to appoint such number of special policemenas he or she may in cases of emergency deem necessary to preserve the peaceof the city, and to dismiss the same at pleasure: Provided, Suchpolicemen shall not serve longer than the next meeting of the council,unless confirmed by it.
