13-510.   Special meetings of council.The mayor or any two councilmen shall have power to call specialmeetings of the council, the object of which shall be submitted to thecouncil in writing, and the call and the object as well as the action ofthe council shall be entered upon the journal by the clerk, and no otherbusiness shall be transacted except that mentioned in the call.
