13-512. Enforcement of ordinances; neglect of duty by officers;jurisdiction outside city.The mayor shall be active and vigilant in enforcing all laws andordinances for the government of the city, and he or she shall cause allsubordinate officers to be dealt with promptly for any neglect or violationof duty. The mayor shall have such jurisdiction as may be vested in him orher by ordinance over all places within five miles of the corporate limitsof the city for the enforcement of any health or quarantine ordinance, orregulation thereof.
