Article 5.--EXECUTIVE DEPARTMENT; POWERS AND DUTIES OF OFFICERS

      13-514.   Aid in enforcing laws; mobs; call for militia; forfeiture byperson refusing to obey call.The mayor is hereby authorized to call on every male inhabitant of thecity over eighteen and under fifty years of age to aid in enforcing thelaws and ordinances of the city, and in cases of necessity to call out themilitia within the city to aid in the suppression of any riot or unlawfulassembly or in the enforcement of any ordinance; and any person who shallnot obey such call shall forfeit to the city a sum not exceeding onehundred dollars, which shall be recovered in an action in the name of thecity in any court of competent jurisdiction.
