Chapter 13.--CITIES OF THE FIRST CLASS
PART I.--GOVERNMENT BY MAYOR AND COUNCIL AND GENERAL LAWS
Article 6.--POLICE DEPARTMENT AND MUNICIPAL COURT

      13-628a.   Municipal judges in certain cities.In all cities of the first class which have a population of one hundredthousand (100,000) or more, and which shall have the city-manager plan ofgovernment at the effective date of this act, the court shall be designatedthe municipal court, and the judge of the municipal court shall beappointed by the judges of the district court of the district in which saidcity is located in each odd-numbered year, commencing in 1929, to takeoffice on the third Tuesday in April in such year, or as soon thereafter asappointed, and hold the same until a successor shall have been appointedand shall have qualified and said judge shall be designated judge ofdivision No. 1: Provided, That the judges of the district court of thedistrict in which such city is located shall appoint two additional judgesto said municipal court, to take office commencing on the third Tuesday inApril, 1967, and until their successors are appointed and qualified in eachodd-numbered year thereafter, said judges to be designated judges ofdivision No. 2 and division No. 3 respectively. Said municipal judges soappointed shall have concurrent jurisdiction in said municipal court withthe judge of division No. 1 over all traffic and criminal violations in thecity and all said judges are authorized to direct the police department ofthe city to issue all notices of traffic violations in duplicate and torequire the duplicate notice of such violation to be filed with the clerkof said court.

      The said judges, in exercising jurisdiction over traffic violations,shall record or cause to be recorded on the copy of the notice filed withsaid clerk, the disposition of each traffic violation. The provisions ofK.S.A. 13-628b to 13-628h, both sections inclusive, and amendments thereto,relating to qualifications, powers, duties, bonds, vacancies, salaries andjudges pro tem, shall apply to all of the judges of the municipal court insaid city: Provided, That only one clerk shall be appointed by saidcourt, said clerk to be appointed by the judge of division No. 1:Provided further, The judges of the district court of the district inwhich such city is located shall designate no more than two divisions ofsaid municipal court to try and otherwise process traffic violations.
