Chapter 14.--CITIES OF THE SECOND CLASS
PART I.--GOVERNMENT BY MAYOR AND COUNCIL AND GENERAL LAWS APPLICABLE TO CITIES OF THE SECOND CLASS
Article 1.--GENERAL PROVISIONS

      14-103.   Division of city into wards; elections andterms ofcouncil members.The city council shall divide the city into wards, which shall be as equalin population as practicable, establish theboundaries thereof, and number the same, and when the population of anycity exceeds 4,000 the number of wards shall not be lessthan four, and the number of wards in any city not exceeding eightthousand (8,000) in population shall not be more than four, except thatany city now legally organized with morethan four wardsduly represented in the council shall not be affected by the provisions ofthis act. The territory of each ward shall be contiguous and compact.

      The city council of any city of the second class having a population ofless than 3,000 and having threeor more wards may, by ordinance, change and redefine the boundaries of thewards of such city inorder to reduce the number of its wards to not less than two, but nosuch ordinance shall become effective less than 90 days prior tothe next regular city election.

      Two council members shall be elected from each ward at the city election inodd-numbered years. Council members shall have terms of two years and untilsuccessors are elected and qualified.
