Article 10a.--EMPLOYEES' RETIREMENT SYSTEMS

      14-10a14.   City election required; petition; exception.The provisions of this act shall not apply to any city unless and untilthe governing body of such city shall submit the question of establishingpension funds under the provisions of this act to the vote of the qualifiedelectors of the city at a regular city election and a majority of thosevoting thereon shall cast their votes in the affirmative: Provided,That if a petition signed by not less than ten percent of the qualifiedelectors of said city as shown by the vote for mayor at the last cityelection is filed with the city clerk the governing body shall be requiredto submit the question of establishing pension funds under the provisionsof this act to a vote at the next regular city election: Providedfurther, That any such city now operating under a retirement and benefitsystem, or either of them, may by resolution adopt the provisions of thisact without first submitting the question thereof to the voters of saidcity.
