14-1102.   Government and powers to be exercised by board ofcommissioners.The powers hereby granted shall be exercised by the board ofcommissioners of such city as hereinafter set forth, and such board ofcommissioners shall have and exercise all such rights, powers and duties asare now or shall be hereinafter set forth, and such board of commissionersshall have and exercise all such rights, powers and duties as are now orshall be hereafter conferred by the laws of the state of Kansas upon thegoverning body of cities of the second class not in conflict with theprovisions of this act.
