Article 12.--ELECTION AND REMOVAL OF OFFICERS

     
14-1204.   Election of mayor and commissioners; terms and tenure.
At the election first held in cities of the second class, adopting the
provisions of this act, the mayor and commissioners shall be elected for
four years; and at each election thereafter such officers shall be elected
for terms of four years, and shall hold their offices until their
successors are elected and qualified. The mayor and two commissioners shall
constitute the board of commissioners of the city, and the mayor shall be
the presiding officer of the board. Mayors and commissioners elected in the
year 1967 shall have terms expiring in 1971. Mayors and commissioners
elected in the year 1968 shall have terms expiring in 1973.
