Article 14.--THE MAYOR

      14-1403.   Special meetings.The mayor and one commissioner shall have power to call special meetingsof the board of commissioners, the object of which shall be submitted tothe said board in writing, and the call and the object as well as theaction of said board thereon shall be entered upon the journal by theclerk, and no other business shall be transacted except that mentioned inthe call. A written notice of said special meeting shall be servedpersonally upon each member of said board or left at the member's usualplace of residence at least two hours before the time of such meeting. Thenotice shall state the time, place and object of such special meeting, andshall be issued by the city clerk to the chief of police, his or her deputyor a policeman, or other city employees, who shall be required to make suchservice at once as above provided, and the person serving such notice shallmake a return in writing of the service, showing the manner of suchservice.
