14-1803.   Existing ordinances, proceedings and contracts.All existing ordinances, not inconsistent with the provisions of thisact, shall remain in full force and effect until amended or repealed, andall proceedings relating to the levy and collection of general taxes andspecial assessments and the sale and conveyance of land for the nonpaymentthereof, and all contracts heretofore entered into by such city, shallremain in full force and effect and be completed under existing laws; andno right or property accrued to any city, corporation, firm or person underthe laws of this state shall be affected by this act.
