14-1901.   Bonds to refund existing indebtedness upon adoption ofcommission form.All cities of the second class in the state of Kansas which haveheretofore or may hereafter adopt the commission form of government, arehereby authorized and empowered to refund all its outstanding indebtednessexisting and outstanding at the time of the adoption and up to the time ofthe inauguration of the commission form of government by such city, byissuing refunding bonds thereof. Such refunding bonds shall be issued andthe former indebtedness shall be canceled as provided by law.
