14-310.   Remission of fines; reprieves and pardons.The mayor shall have power to remit fines and forfeitures, and to grantreprieves and pardons for offenses arising under the ordinances of thecity, by and with the consent of the council; but no such fine orforfeiture shall be remitted or pardon granted, except at a legal sessionof the council, nor unless the reasons therefor, together with the order ofremission or pardon, be entered on the journal by the clerk.
