14-518.   Same; laws applicable; cost of plans for main sewer.The other provisions of law relating to the construction of sewers shallgovern any city of the second class in the construction of the lateralsewers herein referred to, in the manner as by law provided, but the saidmain sewer herein provided for shall be builded and constructed at theexpense of the entire municipality, upon plans and specifications andadvertising for the lowest bidder, as provided by law for the making ofother internal improvements.
