14-531.   Special lighting system in cities of second and third class.The governing body of any city of the second or third class is herebyauthorized to especially illuminate certain districts thereof and toconstruct, install, equip and maintain a system of artificial lights forthat purpose in addition to the system of street lights usually maintainedin such cities, and to provide for the construction and maintenance of thesame in the manner hereafter provided.
