14-557.   Same; bond election.The necessity for the condemnation or purchase of land and theimprovement or widening of any state or federal highway, including thecharacter of improvements, located in any city referred to in K.S.A.14-556, shall be determined by the governing body of any such city. Nobonds shall be issued pursuant to the provisions hereof until the issuancethereof has been authorized by a majority vote of the qualified electorsvoting at a general city election or a special election called for thatpurpose, and a majority of such electors of such city shall have declaredby their vote in favor of issuing such bonds.
