14-641.   Bonds for acquiring site, building and equipment of hospitaland training school for nurses in certain cities of 12,000 or over;limitation; election; war memorial; federal and state aid.The governing body of any city of the second class having a populationof not less than twelve thousand and having an assessed valuation exceedingnine million dollars is hereby authorized and empowered to issue the bondsof such city in an amount not exceeding three hundred fifty thousanddollars for the purpose of acquiring a site, building and equipping ahospital and training school for nurses. Before any of such bonds shall beissued, the question of issuing same shall be submitted to the vote of thepeople at the next city election or at an election called for that purpose,and no bonds shall be issued until a majority of the qualified electors whoshall vote on the question at such an election shall have declared by theirvotes in favor of issuing said bonds.

      Such proposal to vote bonds may be submitted to the electors of suchcity as a proposal to make such hospital a war memorial municipal hospitalto the inhabitants of such city who have served in the armed forces of theUnited States, and may be named on the ballots as such, and the costthereof may include funds for the purpose of acquiring, erecting and theplacing of plaques or tablets setting out the names of those citizens whogave their lives in the service of their country. All bonds authorized bythis act shall be issued, sold, delivered and retired under the provisionsof article one of chapter 10 of the Kansas Statutes Annotated andamendments thereto, and none of the debt limitations provided by law shallapply to bonds issued under this act. Such city is hereby authorized andempowered to receive and use the benefits of any federal or state aid, orboth, in the construction of such hospital and training school, or theacquiring of a site, which aid may be in addition to the proposed bondissue.
