14-652.   Same; bylaws, rules and regulations.The governing body of such city is hereby authorized and required tomake and adopt such bylaws, rules and regulations as are necessary for thepurpose of carrying out the provisions of this act and acts amendatorythereof and supplemental thereto in the establishment, management, care andcontrol of such hospital and training school for nurses.
