14-654a.   Same; additional bonds for site, building and equipment;election.The governing body of any city of the second class which has authorizedthe issuance of bonds under the provisions of K.S.A. 14-641 to 14-654, forthe purpose of acquiring a site and building and equipping a hospital andfor other purposes as specified in said sections, is hereby authorized toissue additional bonds of said city in an amount not exceeding threehundred thousand dollars ($300,000) for such purposes: Provided, Thatbefore any such bonds shall be issued the question of issuing the sameshall be submitted to a vote of the people at the next city election or atan election called for that purpose, and no bonds shall be issued until amajority of the qualified electors who shall vote on the question at suchan election shall have declared by their votes in favor of issuing saidbonds.

      All bonds authorized by this act shall be issued, sold, delivered andretired under the provisions of article 1, chapter 10 of the KansasStatutes Annotated and amendments thereto, and none of the debt limitationsprovided by law shall apply to bonds issued under this act. Such city ishereby authorized and empowered to receive and use the benefits of anyfederal or state aid, or both, in the construction of such hospital andtraining school, or the acquiring of a site, which aid may be in additionto the proposed bond issue.
