14-669. Bonds for acquiring site, building and equipping hospital incertain cities between 5,000 and 8,000; limitation; election; petition.The governing body of any city of the second class having a populationof not less than five thousand nor more than eight thousand and located ina county having a population of not less than eleven thousand nor more thanfourteen thousand is hereby authorized and empowered to issue bonds of saidcity in an amount not exceeding three hundred seventy-five thousand dollarsfor the purpose of acquiring a site, building and equipping a hospital:Provided, That before any such bonds shall be issued the question ofissuing the same shall be submitted to a vote of the people at a regularcity primary or city election or at a special election called for thepurpose of submitting said question, and no bonds shall be issued until amajority of the qualified electors who shall vote on the question at suchelection shall declare by their votes in favor of issuing said bonds.
The governing body of such city may submit the question of the issuanceof such bonds at an election on their own motion and shall submit suchquestion whenever a petition is filed with the city clerk requesting thatthe question of the issuance of such bonds be submitted at an election,signed by not less than twenty-five percent of the qualified electors ofsuch city determined on the basis of the total vote cast for secretary ofstate at the last preceding general election in such city. All bondsauthorized by this act shall be issued, sold, delivered and retired underthe provisions of article 1, chapter 10, of the Kansas Statutes Annotated,and amendments thereto.
