Article 6.--HOSPITALS

      14-674.   Bonds for construction and equipment of addition or annex tocity hospital, when; limitations; election; petition.The governing body of any city of the second class may construct, build,erect, furnish and equip an addition or annex to any hospital beingoperated and maintained by such city or enlarge, add to, reconstruct orrebuild said hospital or nurses' home used in connection with saidhospital, whenever such governing body shall determine that the existinghospital facilities are inadequate and such addition or annex or otherimprovement is necessary and needed, and such governing body may issuebonds of such city in such amount, not exceeding the limit of bondedindebtedness of said city, as may be necessary for such purpose:Provided, No such bonds shall be issued pursuant to the provisionshereof until the issuance of such bonds and the amount thereof, has beenauthorized by a majority vote of the electors, voting at a general cityelection or at a special election called for that purpose. Said electionmay be called by the governing body of said city upon its own motion, andshall be called upon petition of twenty-five percent (25%) of the dulyregistered electors of said city.
