14-678. Bonds for acquiring site, building and equipping in cities incertain counties not over 50,000; limitation; election.The governing body of any city of the second class located in a countyhaving a population of not more than 50,000 with a total assessed taxabletangible valuation of not less than $60,000,000 is hereby authorized andempowered to issue bonds of said city in an amount not exceeding twohundred fifty thousand dollars for the purpose of acquiring a site withinor without the corporate limits of said city, building, equipping,improving or remodeling a hospital: Provided, That before any suchbonds shall be issued the question of issuing the same shall be submittedto a vote of the people at a regular city primary or city election or at aspecial election called for the purpose of submitting said question, and nobonds shall be issued until the majority of the qualified electors whoshall vote on the question at such election shall declare by their votes infavor of the issuing of said bonds.
All bonds authorized by this act shall be issued, sold, delivered, andretired under the provisions of article 1, chapter 10, of the KansasStatutes Annotated and amendments thereto, and none of the restrictions orlimitations respecting the amount of city indebtedness contained in any ofthe statutes of the state of Kansas shall apply to or in any way affect theissuance of bonds authorized by this act.
