Chapter 14.--CITIES OF THE SECOND CLASS
PART I.--GOVERNMENT BY MAYOR AND COUNCIL AND GENERAL LAWS APPLICABLE TO CITIES OF THE SECOND CLASS
Article 6.--HOSPITALS

      14-679.   Hospitals in certain cities; management by governing body ortrustees; pension and deferred compensation plans for employees; contractsinsuring employees and dependents; expenditures for recruitment or retention ofprofessional staff; lease or rental of hospital.Upon the establishment and building of a hospital by a city of the secondclass, the governing body thereof is hereby vested with the authority to manageand control such hospital or such governing body may appoint three trusteesfrom the citizens of such city with reference to their fitness for such office,who shall thereupon constitute a board of trustees for thehospital. The trustees shall within 10 days aftertheir appointment organize a board of hospital trustees by the election of oneof their number as chairman, one as secretary and one as treasurer. The boardof hospital trustees is authorized to establish andfund pension and deferred compensation plans for hospital employees and toprocure contracts insuring hospital employees, their dependents, or any classor classes thereof, under a policy or policies of life, disability income,health, accident, accidental death and dismemberment and hospital,surgical and medical expense insurance. The employee's contribution, ifany, to the plan and to the premium for such insurance may be deducted bythe employer from the employee's salary when authorized in writing by therespective employee. The board of hospital trustees shall alsohave authority to expend funds deemed necessary in recruitment or retentionof professional staff including, but not limited to, the purchase ofprofessional liability insurance for such staff. The trusteesshall receive no compensation for their services and shall serve at thepleasure of the governing body of such city.

      The governing body of the city shall have the power byresolution to rent, lease or let the hospital to any person,persons, corporation or society upon such terms and conditions as the governingbody of the city may deem to be in the best interest of the city. Upon theexpiration of the lease, the governing body of the city at the time of theexpiration of such lease shall have the power to make and execute a new leaseto any person, persons, corporation or society upon such terms and conditionsas the governing body may deem to be in the best interest ofthe city.
