Article 6.--HOSPITALS

      14-696.   Same; budget; tax levy; revenues.In addition to the certification of January under the provisions ofK.S.A. 14-605, the board of hospital trustees shall, on or before the tenthday of July of each year, file with the governing body of the city a budgetfor the ensuing budget year, which shall be the ensuing calendar year, andshall accompany such budget with a condensed budget to be published as apart of the regular city budget. At the hearing on the regular city budgetthere shall be a hearing on the hospital budget, and all persons within thehospital territory may appear at the hearing and be heard. The budget maybe modified and reduced but not increased before final adoption and thebudget may be adopted by the hospital board immediately after the hearingor afterward. A copy of the adopted budget shall be certified by thechairman and secretary to the governing body of the city.

      The governing body of the city shall make a tax levy not exceedingone-half mill, according to the requirements of the budget, for hospitalpurposes, and such levy shall be extended by the county clerk over theentire hospital territory within the county and such levy shall not beincluded within the total aggregate tax levy limit of the city. Where theadded territory extends into an adjacent county the city clerk shallcertify the hospital levy to the county clerk of the adjacent county and heor she shall extend the levy on all the tangible taxable property of suchterritory in his or her county. Upon the receipt of the revenue provided bysuch levy from the county treasurer or treasurers the city treasurer shallturn the money over to the treasurer of the board of hospital trustees,taking his or her receipt therefor.
