14-698. Same; bonds for sites, buildings, equipment and improvements;election; costs.Whenever in the judgment of the board of trustees it is necessary toerect and equip a hospital building, or to erect and equip an addition toan existing hospital building, or to make extensive alterations andimprovements of existing hospital buildings, or to erect and equip abuilding for a nurses' training school, or to erect and equip a dormitoryfor nurses and nurses in training, and acquiring sites in any case wherenecessary and the landscaping thereof, or for several or all of suchpurposes, and current funds are insufficient, it shall prepare anexplanatory statement and an estimate or estimates of the cost or costs andsubmit the same to the governing body of the city and request that thematter of issuing bonds of the city be submitted to an election of theelectors of the hospital territory.
The governing body of the city shall thereupon provide for a bondelection as provided by K.S.A. 10-120. If bonds are to be voted for morethan one purpose as herein specified one proposition describing thedifferent purposes and stating one amount may be submitted, or separatepropositions for different purposes with the proper amount may besubmitted. The cost of the bond election shall be borne out of the proceedsof the sale of the bonds if the election carries and the bonds are issued;otherwise it shall be paid by the board of hospital trustees, upon claimbeing filed by the city. If a majority of the votes cast on a propositionare in favor of the proposition the bonds may be issued. The bonds shall beissued as are other city bonds and shall be general obligation bonds ofsuch city, but such bonds shall not be subject to any bond limitation norlimit the issuance of other bonds of such city or other taxing unit inwhich any hospital territory is situated.
The governing body of the city shall annually make such levy for bondprincipal and interest as is necessary to retire the bonds as they matureand the interest as it accrues, such tax levy or levies to extend over theentire hospital territory, and shall be certified and extended and themoney collected and turned to the city treasurer the same as the currentlevy for hospital purposes, but the bond and interest money shall be keptby the city treasurer in a separate fund designated "hospital bond andinterest fund" and shall only be used to pay the hospital bonds andinterest.
