Article 6.--HOSPITALS

      14-6,111.   Boards of trustees of certain hospitals authorized to borrowmoney under federal public health service act for making certaincontractual payments.The board of trustees of a hospital of any city of the second classhaving a population of more than eight thousand (8,000) and not more thannine thousand (9,000) not located in a county designated as an urban areawhich has heretofore entered into one or more contracts for theconstruction, reconstruction, repair, remodeling, equipping, or enlargingof a hospital may borrow funds under the provisions of the public healthservice act, title VI, part B, 42 U.S.C. § 291j et seq., and all actsof the United States congress amendatory thereof or supplemental theretoand any other acts of the United States congress, for the purpose of makingwhen due any payment or payments required under such contract or contracts,in the event that funds for such purpose are not available when requiredbecause moneys required for payment to such board of trustees of a federalgrant obtained by it for the purpose of making all or a part of suchpayments were not appropriated by the United States congress and availableto such board of trustees when required.
