14-701h.   Same; duties of governing body.Before making such improvements and issuing such bonds the governingbody shall determine the cost of such work and improvements as provided inK.S.A. 14-701a; and shall declare by ordinance thenecessity and expediency of such work and improvements and the necessity ofissuing bonds therefor as herein provided.
