14-903.   Indebtedness.Whenever there shall exist any indebtedness at the time of the change ofsaid city from the second class to the third class, this act shall in nomanner change the amount of taxes that may be levied under the lawspertaining to cities of the second class until such indebtedness shall havebeen paid, but in all other respects such city shall be governed by thelaws pertaining to cities of the third class.
