Article 11b.--COMMUNITY BUILDING DISTRICTS

      15-11b02.   Community building district; petition; order; public corporation.Upon the presentation to the board of county commissioners of the countyin which such city and surrounding area are located, of a petition settingforth the boundaries of a proposed community building district andrequesting the formation of such district, signed by not less than 60%of the qualified electors of the proposeddistrict, thesufficiency of such petition to be determined by an enumeration taken andverified for this purpose by the county election officer of the county,it shall be theduty of the board of county commissioners atits next regular meeting to examine the petition.

      If the board finds that the petition is sufficient and regularand in due form andas herein provided, the board shall enter an order establishing suchcommunity building district and shall thereupon declare the territorydescribed in the petition a public corporation and the inhabitants withinthe district to be incorporated as a community building district under thename "__________ community building district of __________ county, Kansas"(inserting the name of the district and of the proper county) andhenceforth, the territory and the inhabitants residing therein andtheir successors shall constitute a body politic and corporate under thecorporate name; shall have perpetual succession; shall have a seal, and maysue and be sued in its corporate name.
