15-1504. President of board.At the first regular meeting of the board of commissioners of any cityadopting the provisions of this act, after the members thereof have beenduly elected and qualified, said board, by a majority vote of all of itsmembers, shall appoint by ballot one of their number to act instead of themayor at any time during which the mayor is unable to perform the duties ofthe office by reason of temporary or continued absence or sickness ordisability; the official title of such member so appointed shall be"President of the Board of Commissioners," and the commissioner soappointed shall be invested with all the powers and shall perform all theduties of the mayor of said city during such absence or sickness.
