Article 4.--GENERAL POWERS OF GOVERNING BODY

      15-438.   Depots; levees; railway crossings; trains; regulation of speed.The council shall have power to regulate levees, depots, depot groundsand places for storing freight and goods, and to provide for the passage ofrailways through the streets and public grounds of the city; also toregulate the crossings of railway tracks, and to provide precautions andadopt ordinances regulating the same; to regulatethe running of railway engines and cars, except speed, and to adoptordinances relating thereto; and to make anyother and further provisions, rules and restrictions to prevent accidentsat crossings and on the tracks of railways, and to prevent fires fromengines.

      On and after the effective date of this act,that part or parts ofany rule, regulation or ordinance adopted pursuant to this sectionregulating the speed of railway engines and cars shall not be of any forceor effect, and that part or parts shall be null andvoid.
