15-711.   Additional system of artificial lights for certain districts. The governing body of any city of the third class is hereby authorizedto especially illuminate such districts within such city as it may deemexpedient, and to construct, equip, and maintain a system of artificiallights for that purpose, in addition to any system now provided for by law,subject to the limitations and in the manner hereinafter provided.
