Article 7.--PUBLIC IMPROVEMENTS

      15-718.   Street and alley improvements; cooperation with state and federalgovernment.The governing body of any city of the third class is hereby authorizedand empowered to construct and improve the streets and alleys of thecity, and may cooperate with the state or with the federal government, orboth, in the planning and financing of any such improvement. If stateor federal funds are available to apply to the costs of any suchimprovement, the city may enter into such agreement and contract withthe state or federal government as necessary and proper to obtain financialaid from the state or federalgovernment for that purpose.
