15-807.   Bonds for improving waterworks system.Any city of the third class owning and operating an electric lightplant, sewer system or waterworks plant whose water supply may beinsufficient to operate said utilities is by this act authorized toincrease its bonded indebtedness above fifteen percent but not exceedingtwenty percent of the assessed valuation of all taxable property withinsaid city as shown by the assessment books for the year next preceding theyear in which improvements shall be authorized, for the purpose ofenlarging, repairing, extending and improving its waterworks system.
