16a-6-405.   Filing and taking effect of rules.(1) Every rule and regulation or amendment or revocation thereof shall be filed by theadministrator in the office of the secretary ofstate in the mannerprovided by article 4 of chapter 77 of the Kansas Statutes Annotated andamendments thereto.

      (2)   Each rule and regulation or amendment or revocation thereof shall take effect attimes prescribed under the provisions of article 4 of chapter 77 of theKansas Statutes Annotated and amendments thereto.
