16-1807.   Scope.The provisions of this act shall not apply to single familyresidentialhousing andmultifamily residential housing of four units or less. The provisions of thisact shall not apply to public works projects. The provisions of this act shallnot apply to contracts entered into prior tothe effective date of this act.
